I truly believe that in order to solve the homeless crisis we need to offer affordable housing alternatives at the 10k 20k and 50k price points that will come some job opportunities and skills training. Trailers are $100k now and lots want $400+electric to even park there. There have to be better alternatives than over priced hotels and overpasses for shelter. If homeless people or people living in their cars could gain equity in a container home over time rather than choosing between a hotel and food each week, they might actually get back on their feet.
